Infrastructure – new acquisitions

  • The Delegation of the European Union to the Republic of Serbia suspended the call for tender launched in February 2020 due to the COVID situation and lock down, taking into account the period of offers submissions and eventually market conditions changes, the Delegation relaunches the call for tender.

    The Delegation of the European Union to the Republic of Serbia is searching for a house (Residence) or a construction plot at Dedinje, Senjak or City centre for rent/purchase.

    A. The house (Residence) should fulfill following conditions:

    1. Construction

    Reception area

    Should have the following rooms in the reception area:

    • the entrance hall and reception area should provide sufficient space for official receptions for at least 50 guests;
    • the dining room should seat at least 28 people and should be close to the kitchen;
    • the kitchen area should be suitable for the size and function of the residence;
    • guest toilets.

    The following features are optional but nonetheless desirable for the reception area:

    • if possible, a cloakroom beside the entrance;
    • if possible, a guest room;
    • if the building is detached with its own garden, it is advisable to have a number of easily accessible parking places for vehicles at the entrance;
    • the residence may also feature a covered terrace, a porch and a swimming pool.

    Private area

    The private accommodation should be separate from, and if possible independent of, the reception area. A typical residence should have the following rooms:

    • a master bedroom;
    • two or three bedrooms for children and dependents;
    • a guest room (if there is no such room in the reception area);
    • one or more bathrooms;
    • a family room;
    • equipment rooms;
    • a garage or a car port.

    The following features are optional but nonetheless desirable for the private area:

    • a room that can be used as an office (alternatively, this may be in the reception area);
    • a small kitchen;
    • an area for domestic staff and to include a laundry area;
    • cellars and storage areas.

    2. Size

    The total surface area of all the rooms is fixed at a maximum of 600-700m².

    3. Type of premises and state of the building

    Detached house with a garden and garage, parking space is an asset. The building should be in good state of maintenance so that no improvement or repair work is needed.

    4. Image and representation

    The image and location of the building selected as residence should correspond to the occupant’s official standing as EU representative in the country.

    5. Location

    The following factors will be taken into consideration:

    • the existence of a diplomatic neighbourhood;
    • access routes: places on roads which come to a dead end or which are accessible by only one road will not be considered;

    B. Construction plot should fulfill following conditions:

    • the existence of a diplomatic neighbourhood;
    • access routes: places on roads which come to a dead end or which are accessible by only one road will not be considered;
    • Construction permit
    • Minimum surface of the construction plot should be 1500 sqm

  • The Delegation of the European Union to the Republic of Serbia is looking for new premises to open a modern and functional European House in Belgrade, to be rented for 5 years period with possible extension for 5 years more.

    The Europe House will be a place that will welcome the public looking to get information about the European Union and the opportunities it offers and host information, cultural or social events.

    The premises should allow the following features:

    1. Building

    Entrance Hall

    An entrance hall should accommodate a welcome desk and wardrobe space and lead to the European House Public Space. Separation(s) between the entrance hall and the Public Space should be transparent, enabling pedestrians to see the main Public Space facilities from the outside.

    Public Space

    A wide Public Space should allow to have the following uses: exhibition space, conference space, sitting/reading area, meeting rooms and info desk.

    The conference space should be able to fit up to 100 – 150 persons, while the sitting / reading corner should be large enough to serve an average of 40 to 50 visitors daily. The sitting/reading area should provide a certain level of privacy for the users, but still be adaptable for a collective gatherings and activities. A separate meeting room should allow independent meetings for up to 30 people. The overall layout and the functional concept of Public Space should be flexible enough to accommodate at least 150 – 200 people at the same time (e.g. during workshops, group visits, debates, exhibition openings, film screenings, receptions, etc.)

    It should allow the installation of high technology equipment for media events, press conferences, film sessions, concerts, conferences with interpretation booth, etc…

    The Public Space should be equipped with at least two guest toilets.

    Office area

    The office space should be separate, and if possible independent from the reception area and public space. It should consist of offices with an additional meeting/staff room with a desk with up to 30 seats, intended for staff/smaller-scale meetings. Open space is an advantage. Office space should have access to toilets separated from the Public Space area. The two areas (Public Space and Office Space) should be interconnected and directly accessible to Office and Public Space staff.

    Kitchenette

    The kitchenette should be easily accessible from the conference room. Kitchenette should serve both for daily office purposes and as an auxiliary/storage facility for catering purposes (e.g. serving refreshment/finger food) during events taking place in the conference room and/or Public Space.

    Storage Space

    Storage for the printed, promotional and other materials, should be located within the same premises. The storage should be easily accessible from the Office Space.

    2. Size

    Size of the public space area should be minimum 600-700m² and size of the office space should be minimum 300-400 m².

    3. Location and accessibility

    The premises should be easily accessible to ordinary citizens: public transport, or parking spaces should be available in the vicinity. The Location on a pedestrian zone would be a strong asset.

    The public space should be accessible to people with disabilities and should have and entrance directly from the street at ground level.

    Presence of a garden, courtyard and garage/parking space would be assets, as well as possibility to organize events outside the premises.

    4. Image and representation

    The image and location of the building selected should correspond to the occupant’s official standing as EU representative in Serbia.

    The premises should have wide windows which allow for the public to see exhibitions and events from the outside.

    Possibility to brand and display messages and pictures on the outside of the premises or visible from the outside of the premises would be assets.
